A second build pulls Cushing further off its 2018 low.
Tanks at the WTI delivery point closed the week at 22.6 million barrels, a second straight build that leaves the hub 2.6 million above the level the trade treats as tank bottoms.

We measure 22.4 million barrels in tank on 13 August: 22.8% of capacity, and 0.2 million below the 7 August print. That pass falls inside the week ending 14 August, which the EIA publishes on 19 August. Our 1 August read had put the hub at 19.7 million; the 7 August print came in 2.8 million above it.

The read
Two builds, and the floor is further off
Nine weeks ago Cushing held 21.6 million barrels. It now holds 22.6 million, after builds of 2.4 and 1.6 million in the fortnight to 7 August. The hub sits 2.6 million above the 20 million floor, having been 1.4 million below it a fortnight ago at the series low.
The official series has crossed back above that line twice over. Our 13 August read is 22.4 million, a fraction under the 7 August print and the first number we carry on the week ending 14 August. Whether the build holds is the question for the 19 August print.
